Hi,
I initially reported this issue as a Microsoft Visual Studio Community 2019 issue, but changed it to here as problem only occurs after installing Visual Basic Tools for Visual Studio 2019 (version 1.8.4).

Scrolling works fine in Solution Explorer Folder and Properties Windows.

It does not work in the main Code Editor window on the Extended Display.

All other Microsoft Products like Office and Browsers and all 3rd Party software vertical and horizontal scrolling works fine when using the sofware on the attached HDMI monitor.

I am using latest version of Windows 10 (Professional), on a new Microsoft Surface Pro connected via its External Display Port using HDMI cable to Monitor as an Extended Display.
